Dubai and Phoenix city of the United State have signed an agreement aimed at promoting cooperation and sharing best practices between the two fast growing cities. The emirate plans to put up a homage to the South Korean city of Busan, Dubai's twin city, in Zabeel Park. Dubai signed a twin city agreement with Busan last year.
