Bold steps urged to enhance security posted on 10/02/2009
Sheikh Hazza Bin Zayed Al Nahyan, National Security Advisor, has called for bold steps to enhance societal integrity within the country.
In a statement made yesterday to mark the launch of the national scheme for security and safety of educational institutions (NSSSEI), Sheikh Hazza said the creation of the National Crisis and Emergency Management Authority (NCEMA) came as a key objective of the federal strategy to maintain the country's security.
Sheikh Hazza paid tribute to President His Highness Sheikh Khalifa Bin Zayed Al Nahyan, His Highness Sheikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, and General Sheikh Mohammad Bin Zayed Al Nahyan, Abu Dhabi Crown Prince and Deputy Supreme Commander of the UAE Armed Forces, for their keen efforts in preparing the country to adapt to any regional or global changes.
"Sheikh Khalifa has emphasised the need to press ahead for the future and to follow in the footsteps of the late Sheikh Zayed Bin Sultan Al Nahyan in constantly pursuing development and adapting to regional and international changes."
Her Highness Sheikha Fatima Bint Mubarak, Supreme Chairwoman of the Family Development Foundation and Chairwoman of the UAE General Women's Union, said the new stage of national work required awareness of the significance of countering any crises.
Mohammad Khalfan Mattar Al Rumaithi, Director of the National Crisis and Emergency Management Authority (NCEMA), said in a statement that all segments of society should contribute in ensuring safety and security throughout the UAE.

President issues law to set up Higher National Security Council posted on 14/06/2006
President H.H. Sheikh Khalifa bin Zayed Al Nahyan has issued a federal law setting up a Higher National Security Council whose objective is to see to the successful achievement of the UAE federation security in all areas, including the areas of security and economy, as well as the nation's social, cultural and environmental security.
According to the law, the council is to be chaired by the UAE President, while the UAE Vice President and Prime Minister shall be the vice chairman of the council. Other members of the council shall include the Deputy Supreme Commander of the UAE Armed Forces, Defence Minister, Foreign Minister, Interior Minister, Minister for Presidential Affairs, Chief of National Security, Chief of Staff of the UAE Armed Forces and the National Security Advisor.
The vice chairman shall preside over the council in the absence of the chairman, who may deputise his vice in some of his prerogatives and powers, the law stated.
Based on the new law, the council shall discuss the federation's security policies, including draft legislations for achieving national security strategic plan, directing the various state security organs towards the improvement of their strategies in the interest of national security and to achieve excellent coordination among them, as well as to boost their capabilities to face and handle efficiently any crisis or disaster.
The Higher National Security Council shall convene once in every quarter of a year upon invitation by its chairman or whenever the need for that arises. The council's meeting shall be held behind closed-door. It shall need the presence of majority of its members, including the chairman and/or the vice chairman, to convene. Its decisions shall be passed with absolute majority vote of members in attendance. In case of a tie in vote, the side with the presiding chairman's vote shall be regarded the majority, the law stated.
The council may invite to attend its meeting whoever its needs to, including advisors, experts, etc, but the invitees shall not be eligible to vote.
The council shall have its own secretariat which shall be set up by a decree of the council chairman. The decree shall stipulate the prerogatives of the secretariat and its modus operandi. The council shall also decide on the secretariat's organisation structure, financial and administrative regulations.
It shall also have a secretary general, who shall be appointed by virtue of a federal decree. His powers and prerogatives shall be outlined by a decree issued by the council chairman. Expenses covering the implementation of the new law shall be listed in the country's national budget, the law said.
The council shall issue the necessary rules and regulations for the implementation of the new law, which nullifies any other rule that contradicts or conflicts with it. The new law, which is effective from the date of its issuance, is to be published in the official gazette. (Emirates News Agency, WAM)
