Zayed delivers his promise of unity, peace, progress: Sheikha Fatima
posted on 03/12/2003

The UAE has set striking example of transforming a barren land into an oasis of plenty, prosperity, stability and peace thanks to the prudent stewardship of President H.H. Sheikh Zayed bin Sultan Al Nahyan,' said H.H Sheikha Fatima bint Mubarak, the President's wife and Chairwoman of the UAE General Women's Union (GWU). '
'The ceaseless, ardent efforts made by Sheikh Zayed and his fellows the Supreme Council Members and Rulers of the Emirates since the establishment of the UAE Federation in 2 Dec.1971 have culminated into more-than-expected progress and development in a record span of time,' Sheikh Fatima said in a statement to 'Dira'a Al Watan' magazine on the occasion of the 32nd anniversary of the UAE National Day.

Sheikha Fatima stressed that the staggering progress had been felt in every UAE citizen's daily life, especially in the health, educational and socio-economic sectors. '
'The UAE impressive development model has earned the country a reputable international standing, enabling it to embrace factors of modern civilisation and handling diligently changes of the rapidly moving world,' she added. 'The national day comes this year as a reminder of what we have achieved and as a catalyst for more progress and prosperity,' she said.

'The unique feature of the UAE federal experiment is that the federation has become a popular demand and the sole option to initiate the development process which Sheikh Zayed promised them to achieve,' she noted, affirming that the President had delivered his promise of unity and progress under a cordial climate based on love, fraternity, Islamic Sharia, and humanity. Speaking about women, Sheikha Fatima enumerated achievements made by the UAE women, the last of which, according to her, was the creation of the higher council for maternity and childhood.

'Woman today is work side by side with man in all fields until she becomes today a ministry under secretary after occupying several senior positions and contributing to decision-making in the political, socio-economic and cultural life. Women's presence in the economic sector stands now at 17.6 per cent,' she added. She also pointed to her engagement in the voluntary work inside and outside the country, carrying her country's message of love and peace to the humanity at large. She attributed the remarkable success of women in the UAE to the qualified support of Sheikh Zayed and his appreciation of the participation of women in the national work.

'Women's role in public life do not contradict in any way with their sacred mission of raising their children in accordance with Islamic and Arab values. Sheikha Fatima extended her greetings and congratulations to the President, the Rulers of the emirates and the entire people of the UAE on the historic occasion. (The Emirates News Agency, WAM)

Rulers hail 32 years of achievements by the nation
posted on 03/12/2003

Their Highnesses, Supreme Council Members and Rulers of the Emirates yesterday hailed the plethora of successes made by the UAE during the 32 years of its existence as a nation. In statements to commemorate the 32nd anniversary of the UAE National Day, the Rulers described December 2 - the day in which the UAE federation was born - as a conspicuous signpost in the history of the nation. They also stressed that despite those successes the UAE still have great ambitions to achieve more progress and prosperity under the stewardship of Sheikh Zayed.

In a statement on the occasion, H.H Sheikh Maktoum bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, described December 2 as a conspicuous signpost in the history of the UAE. "If nations can take pride in their own achievements, then the UAE has every right to pride itself of its greatest achievement of December 2nd 1971. For this day has gone down in our history as the most conspicuous signpost in the history of our nation. It is the day in which the UAE federation was born as a result of the convergence of the popular will for unity with the strong resolve of a visionary leadership, provided by President H.H Sheikh Zayed bin Sultan Al Nahyan, and his brother, the late Sheikh Rashid bin Saeed Al Maktoum" said the Vice President in a statement to "Dir Al Watan Magazine”.

As the UAE commemorates this historic day, we ought to pay tribute to the founders of this federation that has proven its self to be the most viable experience in Arab contemporary history, said Sheikh Maktoum. He further described the National Day as the day which heralded the prosperity of the nation as it paved the way for remarkable achievements in various spheres of socio-economic life. With the country having now completed the basic infrastructure projects, the UAE can move into the future with confidence and enhanced determination. In this increasingly globalised world, the focus is now on the economic strength of the nations.

This is a concept that the UAE leaders, spearheaded by President H.H Sheikh Zayed bin Sultan Al Nahyan Al Nahyan and Their Highnesses, Supreme Council Members and leaders of the emirates have given utmost attention. As a result, the UAE successfully carved a conspicuous place in the global economic map said Sheikh Maktoum, citing as an example of the UAE economic success the recent convening of the World Bank and International Monetary Fund meetings in Dubai.

The fact that the UAE was chosen as the venue for such a high-profile global economic and financial event is a testimony to UAE economic successes. This was the first time that such meetings were held in an Arab country and this again is an evidence of the correctness of the policies and vision of President Sheikh Zayed, noted Sheikh Maktoum. He also commended the young men and women of the UAE who participated in the organization of the event, saying that they had displayed remarkable professionalism and thereby elevated the name of their country even further.

"It was not an easy thing to organise a conference for more than 15,000 delegates, but our people really excelled in organising that conference. The cooperation and coordination between various departments was equally excellent and this contributed to the success of the" said Sheikh Maktoum. The professionalism displayed by the UAE nationals, representing various departments was clearly the fruit of the investment that the UAE has made over years in human resources, noted Maktoum.

"The UAE leadership was conscious from the outset that human resources development was the pillar upon which the comprehensive development would depend,” he said. Sheikh Maktoum said the UAE economy would continue its vibrancy and that the UAE would continue to maintain its global economic status. This would be done through encouragement of national project in addition to foreign investments in areas where advanced technology would be needed.
On the UAE external obligations, Sheikh Maktoum said the UAE would continue to be a major player on Arab and Islamic arena as it has done in the past. "Since the formation of the UAE federation, our country has been in the forefront of countries offering support and assistance to Arab and Islamic brethren in need. On this occasion I would like to renew the UAE support to the Iraqi people, he added.

For his part H.H. Dr. Sheikh Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, said in a statement to "Dir Al Watan" Magazine that the dreams for an even greater prosperity for the country and the people of the UAE grows bigger and bigger year by year. +As we make more achievements our dreams for an even greater prosperity for our country and people grows bigger and bigger year by year. With these achievements, our federation grows stronger too. Our federation will therefore remain the symbol of our pride and power+ said Sheikh Sultan. He added in a world where the weak entities and people are increasingly becoming even more vulnerable, unity and larger entities remain the best alternatives for people to survive and live in dignity.

Sheikh Sultan extended his congratulations to President Sheikh Zayed, the Rulers and the UAE people on the occasion. Speaking also to "Dir Al Watan”, H.H. Sheikh Saqr bin Mohammed Al Qasimi Supreme Council Member and Ruler of Ras Al Khaimah, said that the UAE had great ambitions to achieve more progress and prosperity under the stewardship of Sheikh Zayed. 'Our development achievements in local and foreign levels, have won the country a reputable position among the advanced states of the world,' he said in a statement to the magazine. He added that the federal institutions had managed to consolidate the foundations of the state and to unleashed all its resources to protect national achievements.

'As we step into a new year in the age of our federation, our ambitions are high and we hope that we would make more progress and prosperity for our people and future posterity.... we pray the Almighty to help us do that for the sake of our people and homeland,' he added. 'As we celebrate the 32nd anniversary of our country's national day, I wish to, first of all, convey our profound congratulations and best wishes to my brother, President H.H. Sheikh Zayed bin Sultan al Nahyan, my brethren, their Highnesses members of the Supreme Council Rulers of the Emirates and the UAE people,' he said, praying to God for many returns of this happy occasion.

H.H. Sheikh Hamad bin Mohammed Al Sharqi, Supreme Council Member and Ruler of Fujairah, paid tribute President Sheikh Zayed saying: "President Sheikh Zayed took it upon himself to turn a distant dream into reality. Our federation has now proven itself to be our greatest strength. This is a great achievement, for human history has shown beyond no doubt that a dream for unity without a sincere leader to pursue it would be impossible. That is why our celebration today should be two-fold: to commemorate the success of our federation and pay tribute to Sheikh Zayed for his rare wisdom.”

Sheikh Hamad stressed the need to safeguard the achievements and redouble efforts to achieve more in various spheres. H.H. Sheikh Rashid bin Ahmed Al Mualla, Supreme Council Member and Ruler of Umm al-Qaiwain, said the UAE had emerged as a full-fledged modern state in a record time thanks to the judicious leadership of Sheikh Zayed. 'We have set a unique experiment for a cohesive federation that meets international standards and achieve aspirations of its people,' he told the magazine.
"Our success is not focused on building strong armed forces capable of safeguarding national gains and values but extend to all walks of life, earning the country respect and praise of regional and international circles,' he added. The UAE, he said, had made sustainable development, thus ranking among the world's highest rating. 'As the UAE celebrates its 32nd anniversary of the Federation, we welcome this occasion with utmost joy for what the union have brought to us in various achievements. But, at the same time, the glorious occasion is a time for reflection to get assure of what we have achieved from our aspired goals,' he said.

Sheikh Rashid maintained that: 'While our country is progressing ahead with its sustainable development plans towards modernisation, originality is given due attention through spreading Arab-Muslim values and local noble traditions. ' The government didn't only provide education, housing, medical care for its citizens but also worked to offer them jobs, help them to get married and create the suitable climate for them to contribute in national development,' he added.

'Economy is one of the key sectors of major strategic importance. Our strategy in this respect seeks to enhance economic integration first among GCC and then with sister Arab countries. All these achievements and those to come, he said, were the fruit of hard and sincere work by the country's leadership, headed by our wise and foresighted leader, president H.H. Sheikh Zayed bin Sultan Al Nahyan and his brethren, their highnesses members of the Supreme Council, Rulers of the emirates.

H.H. Sheikh Humaid bin Rashid Al Nuaimi, Supreme Council member and Ruler of Ajman said December 2 was a historic day for the UAE, a day in which, he said, the UAE was born and its flag was hoisted alongside those of the world nations. Sheikh Humaid congratulated Sheikh Zayed, saying that he had led his people and country over the year with courage, bravery and rare wisdom.

He described the UAE federation as an example worth emulating, in view of the fact it is the most successful and viable experience in the entire Arab world. It was the federation, he said, that paved the way for successive achievements in the spheres of economics and other social services. The birth of the federation also paved the way for an enduring prosperity that was first and foremost, based on the development of human resources, he noted. This human resources policy took various shapes, beginning with establishment of the educational infrastructure like schools, professionally training institutes, in addition to military schools and academies. This is of course in addition to the opening of institutions of higher learning, he said.

Sheikh Humaid underlined the significance that the UAE attached to foreign policy, saying that the respect that the country enjoys in the international arena is the result of the principled foreign policy, pursued by Sheikh Zayed. This policy is based on adherence to the Charter of the United Nations and to international conventions, on the principles of non-interference in the internal affairs of others, on respect for territorial integrity and the sovereignty of nations and on a belief in solving conflict through peaceful means. Dancers, drummers add spice to colourful fete
posted on 03/12/2003

President His Highness Sheikh Zayed bin Sultan Al Nahyan yesterday sent his own musical band to join dancing citizens in a simple traditional but magnificent and colourful fete marking 32 years of the unification of their seven emirates. Clad in beautiful white uniforms, the band members performed for more than two hours as thousands of nationals and expatriates converged on the breakwater. The party got in full swing when a folklore public band joined in and began beating the drums while its members vied in performing traditional dances and songs.

Teenage girls dressed in colourful attires enriched the party when they lined up inside the human circle and began swaying their long, beautiful black hair. At the Emirates Heritage Village the stage shook under the weight as scores of musicians, drum beaters and dancers jumped, swayed and kicked the floor rhythmically to express their joyous feelings.

The road to the Heritage Village was planted with UAE flags that flew next to traditional lanterns on poles dotting the one-kilometre breakwater. A giant UAE flagpole, one of the tallest flagpoles in the world, stood towering those facilities and appeared to be sharing the dancers and other revellers their celebration as the flag kept swaying with the sea breeze. While scores of local dancers waved their sticks to the tune of the drums and bagpipes, hundreds others were swaying the oars of their boats in a traditional race held just opposite the Heritage Village to mark the occasion.

It was a rich race in terms of both the occasion and the financial value as it included nearly Dh3.7 million in cash prizes. About 65 boats, some owned by Sheikh Zayed and other sheikhs and officials, took part in the race. As the sun disappeared beyond the azure Gulf water and night crept into the capital, it was lit by dazzling fireworks that drew thousands of residents to the Corniche, glued hundreds at their flat windows and sent many others to the roofs of high rise buildings.

Between the Clock Roundabout and the Heritage Village, the usual night serenity of the sea was invaded by the drum sounds and firework booms. It was not a normal night nor was it a normal day. It was the National Day. (The Gulf News)

ADFD extends Dh 19.25b in development aid over 30 years
posted on 02/12/2003

The Abu Dhabi Fund for Development (ADFD) has extended over the past 30 years around Dh 19.25 billion in form of development loans, assistance and grants to brotherly and friendly developing countries across the world. 'Fifty six countries have benefited from the ADFD assistance programme

Since its inception in 1971 up to end of October, Dh 19.3 billion has been used to finance 245 projects in Arab, African, Asian and European countries,' the ADFD said in a report it issued on the occasion of the 32nd anniversary of the UAE national day. The UAE has emerged over the course of the past three decades as a major donor of international aid, even though, at the same time, it has been involved in the heavy expenditure required for its own development programme. Development aid is one of the important features of the UAE foreign policy since the establishment of the UAE federation.

The foreign aid policy springs from its deep -rooted Arab characteristics and from its commitment to high tolerant Islamic principles and values. The overseas aid programme was originally born out of the belief that a country like the UAE, well-endowed with huge natural resources, had a duty to help other who were less fortunate. In 1971, therefore, on instruction of President H.H. Sheikh Zayed bin Sultan Al Nahyan, the (ADFD) was set up as a public autonomous development agency to extend loans, grants and financial assistance to under-developed brotherly and friendly countries to push their efforts to for socio-economic development ahead.

The move was unique as the UAE was among a few countries which adopted such an aid policy in institutional form. Infrastructure projects, the report said, had received the lion's share of loans and grants offered by the fund and the Government of Abu Dhabi, development aid is also managed by the fund.

The financial assistance is made available in the form of concessionary loans, grants and direct investments offered with a low rate of interest, lengthy period of repayment and a long grace period. A typical loan is repayable in 8 to 20 years and carries an interest rate at 3 to 6 per cent with a grace period of 3 to 8 years.

In line with the policy adopted by the ADFD to facilitate sustainable development in recipient countries, its emphasis has been on projects that upgrade infrastructure (roads, airports, seaports, water, electricity, communications, agriculture and housing), improve health and educational services and generate employment opportunities. In addition to financial grants and easy-term loans, the ADFD has expanded its operations to include direct investment in private enterprises to increase private sector participation in the economic development of recipient countries. This also helps ease burden of debts, replenish stock of foreign currencies and create job opportunities.

By this initiative, the report noted the relationship between the fund and developing countries has taken a new form of a partnership rather than a lender-recipient one. 'To date such direct investment and joint ventures amounted to Dh 451.3 million,' the report added. The report affirmed the UAE would continue to provide development aid to those countries to boost their economies and strengthen their capabilities to fight poverty and weather high storms of globalisation.

Beneficiaries of these facilities included Egypt, Morocco, Syria, Jordan, Oman, Tunisia, Algeria, Palestine, Bahrain, Yemen, Lebanon, Sudan, Somalia, Mauritania and Djibouti. Operations in these countries covered agriculture, dams, animal wealth, fisheries, social services, power and water, communications, transport, tourism and health. 'Food production sector is given a top priority. The fund also gives special attention to projects like tourism which carry higher potential rate of return, create job opportunities and generate hard currencies.

Major loans signed in 2003 worth Dh 650 million (177 million dollars). The fund granted Sudan a loan of Dh 367. 3 million (100 million dollars) to finance a hydroelectric project on the river Nile. A dam and a 1,250-megawatt power station will be constructed on the Nile. A US$60 million loan agreement had been given to Morocco for the construction of a road in the Northeastern part of Morocco. It also signed with Oman a loan agreement of Dh 238.2 million for financing Qurayat-Sour road.

Overseas aid projects represent only part of the country's assistance to the developing world. The fund works in collaboration with other aid agencies, sharing in the funding of projects. With such a policy, not only does the Fund's money go further, but, more importantly, it can act as a catalyst, encouraging the agencies of other countries to become involved as well. The UAE is, of course, member of the World Bank, the International Monetary Fund (IMF), International Development Agency (IDA), as well as a number of other multilateral development institutions, such as the OPEC Fund for International Development, the Arab Gulf Fund for the UN (AGFUND), the Arab Bank for Economic Development in Africa (BADEA), the Abu Dhabi-based Arab Monetary Fund (AMF) and the Islamic Development Bank (IDB).
